the only way that i know of to demagnetize steel is extreme heat. if you are trying to control the arc while welding sometimes just relocating the attachment point of the work cable can help.

high temperature is not always effective, and often affects the material propoerties. for ferromagnetic materials "degauss" or "demagnetize" the material in the vicinity to be welded, for instance the last 2 feet of pipe length for pipe but joint. use ac welding cable, wrapped approx 10 times around the pipe, then burn a rod, on a scrap material, (say 3 - 5 minutes of current through the cable at approx 100 amps). the current through the cable will demagnetize the pipe material near to the weld joint. then remove the cables, and weld the joint - be sure to "demag" both pipe sections to be joined.

tack a small dia pipe approx 1m long to one end of pipe and coil your earth cable around it .you may need to tack pipe to right or left of joint as it not possible to know the + or - side of the magnetised pipe to be welded.
