test of filler metal er70s-6 according aws a5.18

i take test from er 70s-6 filler metal according aws a5.18 and results show that tension and impact value meet all requirments but chemical composition for two elements are not match with specification(si% and mn% about 0.3% less than requirment) .now i want to know this filler metal is accept or not ?
